Toby Flenderson is the soft-spoken HR representative at Dunder Mifflin Scranton, a divorced dad who reports to corporate and quietly tries to keep Michael within the rules. Played by writer and producer Paul Lieberstein, he is the target of some of Michael's most gloriously unfair insults.

Who is Toby Flenderson?

Toby handles human resources for the Scranton branch. Because he answers to corporate rather than to Michael, he is the one person in the office whose job is to say no, and Michael hates him for it with a passion that never fades. Toby is divorced, shares custody of his daughter Sasha, and has an air of permanent, gentle defeat.

He gets along fine with most of his coworkers and carries a long, unspoken crush on Pam. Michael, meanwhile, treats him as the root of all evil, from throwing him out of a meeting in "Diversity Day" to calling him every name he can think of.

Personality and comedy

Toby's comedy is quiet misery. He rarely fights back, which only makes Michael's attacks funnier and more absurd. His small attempts at happiness tend to go wrong: in "Cocktails" he spends hours trying to win Pam a stuffed animal from a crane machine, and in "Night Out" he puts his hand on her knee, panics, announces he is moving to Costa Rica, and climbs a locked gate to escape.

Under the sadness he is decent and patient. He tries to counsel Michael, keeps the office's complaint files, and stays remarkably calm while being framed, mocked, and ignored.

Key storylines

Toby leaves for Costa Rica at the end of season four, and Holly Flax replaces him, which delights Michael. He returns in season five after breaking his neck in a zip-line accident, and Michael and Dwight respond by trying to frame him with "drugs" that turn out to be caprese salad. In season seven, Michael is ordered into counseling sessions with Toby and does everything he can to make them useless.

In the final season Toby falls for Nellie Bertram and shares a kiss with her at Christmas, and he stays fixated on the Scranton Strangler case, which he served on as a juror. The finale finds him fired by Dwight and living in New York City to pursue writing. He comes back for Dwight's wedding, gets a dance with Pam, and breaks down in tears.

Behind the scenes

Paul Lieberstein was a writer on the show when B. J. Novak suggested him for Toby after hearing him read scripts aloud. He wrote episodes including "Health Care," "The Client," and "Goodbye, Toby" (with Jennifer Celotta), and he directed episodes such as "Money" and "Gossip."

Lieberstein became a showrunner in season five, sharing the job with Celotta, and ran the show on his own in seasons seven and eight before stepping away to develop the planned Dwight spin-off. Michael's open hatred of Toby, whom he treats as his personal punching bag, runs through the whole series.
